I went out to the warehouse and pulled a Fulton Spare Tire Carrier, # FHDSTC0101, and tested it on a 16 inch wheel with an 8 on 6-1/2 bolt pattern. The wheel fit just fine and has the same bolt pattern and diameter as your wheel. But the capacity is just 45 pounds so keep that in mind.
The carrier uses 1/2 inch bolts but since your 5/8 inch hole is larger it is not an issue and the carrier will still fit.
