Why Cant Trailer Brake Controller Activate Brakes of Vehicle being Flat Towed by RV

We have similar wireless supplemental braking systems that are designed for activating the brakes of a vehicle that is getting flat towed, but a trailer brake controller like the Curt Echo doesn't have a way to apply vehicle brakes so it would not work for you.
Instead you'd want something like the Blue Ox Patriot part # BLU37TR which uses a similar inertia sensor to know how much braking power to apply but has a mechanism that pushes the vehicle's brake pedal to activate it's brakes.
