For your 1999 Ford Ranger with a 6 foot bed we have the Putco truck bed rail skins part # P59578 which is a chrome cover for the top of the bed rails that has open stake pockets like you mentioned wanting. This will fit over your bed rails and has cut outs to give you complete access to the stake pocket holes.
