I do have an option for you but I can't say I have ever heard of someone mounting a bike rack directly to the tongue of their trailer nor do I have an option for this. The best option to carry your bikes while towing is between the trailer and vehicle. This option will also allow for a much greater variety of bike racks to be used as well because they don't need to be rated for use on a trailer.
In order to carry your bikes between the trailer and vehicle you will first need a dual ball mount like the Curt Multipurpose Ball Mount with 2" Receiver for Bike Racks and Cargo Carriers part # D210. This ball mount has a 2-1/4" drop as well as a 750 lb tongue weight capacity. Therefore, the weight of the bike rack, bikes, and trailer tongue weight cannot exceed this. For a lightweight bike rack, I recommend the Rhino-Rack 2 Bike Rack part # RRRBC045 which only weighs around 30 lbs and it's super easy to use. The only downside of this type of bike rack is that the Rhino-Rack Bike Frame Adapter Bar part # RRRBCA021 is required for any alternative frame bikes.
