Will the Trailer Wheel Center Cap # 319EZ Fit a Trailer Wheel with a 3.19 inch Diameter Center Hole

If this cap is supposed to fit inside a 3.19 hole, why is its outside diameter 3 7/16 ?

When installing a center cap like # 319EZ, it will actually go in through the back of the wheel before you mount the wheel to the hub. The wider diameter at the base makes a little lip so that the cap does not just fall through the pilot hole during installation.
