Is the Thule Summit cargo box supposed to have metal rails in the bottom?

I checked with Thule and found that the Thule Summit cargo box does not have metal rails in the bottom. If you are inquiring because you need mounting hardware, the hardware that is used by the Thule Summit cargo boxes was actually the QM3 Hardware, # TH04997.
