Does Lippert Spare Tire Winch Lock or Hold in Any Position?

# LC159056 spare tire winch Do this lock/hold in any position it stops or does it have to be mounted so the tire is all the way up and the winch is fully reeled in for it to lock/hold?

The Lippert Components Spare Tire Winch with Offset Cable # LC159056 will not have any locking or hold mechanism short of being completely reeled in. I spoke to my tech contact at Lippert who has this on his truck and he said you just crank it up until tight. He said he has had to slightly tighten the spare one time in 2 years but has had absolutely no issues.
