If your 2017 Ford F-350 doesn't have the 30 amp fuse and relay in positions 27 and 37 then that would explain why you don't have the 12V power on your 7-Way.
You can easily attain these at your local hardware or home improvement store. Once installed you will have the 12V power at your 7-Way connector.
If you are planning on using this to charge your trailer battery then we have a variety of options to choose from like the Redarc In-Vehicle BCDC Battery Charger # 331-BCDC1225D.
