Could Circuit Tester # 40376 Test Truck Fuses

Can it check truck fuses? When hook to a wire will say if the wire has a short?

The circuit tester part # PTW2993 that you referenced can only check to see if there's 12 volts on a circuit that it's attached to. It doesn't have error codes that would indicate a short if that's what you mean. It could check to see if there's voltage on the pin of a fuse slot and if you put 12 volts on one side of a fuse you could use the circuit tester on the other side of the fuse to tell if the voltage is able to pass through which would indicate that the fuse is good.
The only way it could be used to determine if there's a short on a circuit is if you tested the circuit when it's supposed to be inactive and there's 12 volts ran to it like it's shorted out to an active circuit.
