Can Reese Revolution/Sidewinder Pin Box be Locked Out

Question:

If you do not install the wedge will the revolution pin box work like a normal pin box so you can use it on a gooseneck ball?

It is possible to lock out a Reese Revolution/Sidewinder pin box but it's more than just removing the wedge. You will first remove the wedge, then you will look under the turret. There will be 2 bolts or just bolt holes. These holes are for two 3/4 inch grade 5 bolts and nuts and will prevent the turret from rotating. See picture.
