Are the step pads really non-slip we question plastic being non-slip when it gets wet.

The tread pattern on the step pads of the Westin PRO TRAXX Oval Nerf Bars # 21-534330 that you referenced was designed to provide as much traction as possible. It's still going to be like any hard surface when wet and be slicker than when dry. The tread pattern will make it much more stable but like with anything you'd still want to be cautious not to slip when it's raining.
