What Does Only Two Dots Displayed on Prodigy P2 Brake Controller Indicate

Why do the 2 red lights stay on all the time

When the P2 brake controller # 90885 reads 2 dots with no letters, it is an indication that the brake controller does not have a connection with the trailer. I have attached a picture from the installation instructions explaining the displays. The instructions are also linked for you.
