it that the pressure I put the tire at load -D viking popup tire pressure it says max cold 65psi

You will want to inflate the tires to the max psi that the tires have listed on the sidewall. Trailer tires always need to be inflated to their max pressure to ensure you get their full capacity whereas the max psi rating for a wheel is just how much in total it can handle. You want to inflate them when the tires are "cold" or before you've gotten them warm from the friction of them being on the road.
