Yes the Co-Pilot Halogen Light with 18" Flexible Arm # 03001175B does use 12 volt power.
The red wire is the power wire and the white wire is the ground wire; if you take a look at the linked video review and go to about the 1:00 mark you can see the wires being specified and the light being powered on with a 12V power source.
