Yes, the Blue Ox Base Plate Kit part # BX1939 which is a fit for your 2001 Dodge Dakota can be used with the Roadmaster Falcon All Terrain Non-Binding Tow Bar part # RM-522 if you have the correct adapter which is the Roadmaster Tow Bar to Blue Ox Brackets Adapter part # RM-031.
If you do not wish to use an adapter then you will need to use the Roadmaster Crossbar-Style Base Plate Kit part # 271-1 for 2WD or part # 266-1 for 4WD instead. These kits in addition to not requiring an adapter have removable arms which means they will provide a much cleaner look on the vehicle while not in tow.
I have attached a photo of what the Roadmaster Crossbar-Style Base Plate Kit will look like once installed without the arms attached. If you need any other components (safety cables, wiring harness, supplemental braking system etc.) to complete your flat towing setup please just let me know.
