Do Trailer Brake Assemblies Need to be Loosened to Allow Drum to Remove

how do you back off the brake shoes to remove drum on the nev-r-adjust brakes to replace shoes? thanks

You shouldn't have to back off the brake tightness on a trailer drum brake to slide the hub/drum off. There should be enough clearance to allow the hub to still turn by hand as well as allow the drum to slide off of the brake assembly.
