Helpful Expert Reply:
The Curt Echo Mobile Trailer Brake Controller part # C51180 does not require an active data connection in order to function properly. However, you will need a data plan or access to WiFi in order to download the app onto the phone but it does not require an active data connection to function. Also, please be aware that your old phone must have an operating software of 8.0 or newer (iPhone 4s) for Apple or 4.4 or newer for Android.
