The information we have is that all manual transmission AWD Subaru vehicles can be flat towed without modification. You should confirm the towability and pre-tow procedures for your vehicle with your owners manual or contact the vehicle manufacturer for towing instructions.
The parts needed to get started towing your 2006 Subaru Impreza are a base plate kit, tow bar, safety cables, tow bar wiring, and a supplemental braking system.
The Roadmaster base plate kit you referenced, # 916-1 is the correct base plate kit for your Impreza.
For a tow bar I recommend the RoadMaster Falcon 2 Tow Bar, # RM-520, which is an economical choice with many great features like, a quick disconnect system, telescoping arms for easy hookup and a full length steel cross bar to help support your vehicle frame.
For safety cables I recommend # RM-643. And for lighting you can use a simple magnetic kit # RM-2120.
Finally, a supplemental braking system is needed to help stop the tow and towed vehicle and help reduce wear on the tow vehicle braking system. I recommend the Stay-IN-Play DUO # SM99251 because it's one of the easiest systems to use once it's installed. You just flip a switch and it's ready to tow.
I have added a link to several articles that will help with selection and installation of the items needed to flat tow a vehicle, see link.
