Can Curt Echo Brake Controller be Exposed to Rain
Question:
How robust is the Curt Echo to water? I assume it can handle rain based on how it must be mounted, however, for large boat trailering options where brakes are required on a steep boat ramp, can the Curt Echo be submerged?

The Curt Echo Mobile Trailer Brake Controller # C51180 that you referenced is weatherproof and would do just fine in rain but it's not recommended to submerge it under water. For your situation a more traditional brake controller like the Prodigy P3 part # 90195 would be a better choice.
