Should Wheels of Tilt-N-Go II Hauler Cargo Carrier 310-VTG002 Be Removed When in Hitch

Question:

Can the wheels stay attached when driving on paved roads? Where to place wheels from point A to point B when inside and outside cargo carrier is full? 2015 Lincoln Navigator - I provide airport transportation service. For the times I have 6 passengers with luggage and golf club bags I thought this carrier might be the solution for the extra cargo capacity needed. But also be able to access and load the rear cargo area of the vehicle. Im trying to avoid buying the Navigator-EL, the longer model, just for the few times I drive that many people and all their luggage.

For ground clearance reasons you'd want to always remove the wheels of the Viking Solutions Tilt-N-Go II Hauler and Cargo Carrier for 2" Hitches # 310-VTG002 when it's being used as a hitch mounted cargo carrier.
