The maximum towing capacity for the 2016 Ford F-450 is 19,000-lbs while for the 2017 model year F-450 the maximum is 21,000-lbs. Both of these maximums require the presence of the heavier-duty tow package components.

Generally speaking, the extra 2K of towing potential will matter a lot more if your loaded trailer is going to typically have a GVWR near the maximum for the 2016. In other words, if the loaded trailer will weigh 18.5K then the newer truck becomes the more appealing option since it would give you some highly-worthwhile safety margin. But if the loaded trailer will usually be no more than 15K or 16K (or less) then either truck will have the necessary "grunt" to get it done without excessive stress on its powertrain.

If you will regularly tow in mountainous regions, then the 2017's higher towing capacity might be appropriate even if you are well under the maximum weight. But if you tow mostly in flat lands like the Midwest you would be okay with either so long as you operate within the capacity for your specific truck. Also keep in mind that several components determine towing capacity: the engine, transmission and rear axle gear ratio all affect towing capacity, and the cab style and bed length also matter.

The higher capacity of the 2017 model year primarily comes from it being the first year of this truck's 4th generation. The 2016 model year was the last year for the 3rd generation.
