Bike Rack Compatibility with Towable Camper Trailer Hitch Receiver

I want to know why you can not use this bike rack on a towable camper? I have a bumper mounted 2x2 inch receiver rated at 500 lbs

The Thule Hitching Post Pro - Folding Tilting 4 Bike Rack w Anti-Sway # TH934XTR has been tested by the manufacturer and approved for use on vehicles only. The additional movement on the back of a 5th wheel or travel trailer does impact the stability and function of a bike rack so this particular rack was not considered stable enough for that use. It doesn't have anything to do with the stability or strength of the hitch itself. Thule simply doesn't have any bike racks they recommend for use on the back of a towable camper so that would void any warranty on the product.
There are options that are rated for the use you are seeking. I've linked the page to all of the options that manufacturers have tested and approved for that use. Let me know if you have any further questions.
If you are looking for a similar bike rack, I recommend the Swagman Trailhead 4-Bike Rack for 2" Hitches - Non-Folding # S63381 that will have further support based on that shank support.
