Most likely it's the trailer but you can maybe try a different tank outlet to see if the problem persists. Normally this issue is on the trailer and it's from not maintaining the tanks. There are many tricks to unclogging a system like using boiling water, a plumbing snake or various tank additives. If it were me I'd try a few of the easy fixes and if you still can't figure it out hire a plumber as the job could get more messy than I'd want to deal with.

Here's a few tips I found online:

I had a clog and a RV tech told me to pour a large bottle of Pinesol in through to toilet and leave it over night. It worked wonderfully when a snake and an expanding rubber clog buster wouldn't.?

I got my shop vac and swapped the hose so that instead of suck it would blow, a leaf blower would also work. I put the hose into the opening of the toilet got an old t-shirt to seal up the remaining air space around the hole/to make an airtight seal. Then I turned on the vac. There was a little blow back into my face, lol, but it fixed the clog almost immediately. I then ran water from my outside hose to get everything out. Then I cleaned the bathroom and took a shower. :)?
