If you test the trailer connector on your 2007 Chevy Silverado and it is not providing power when the lights are on, that would indicate there is a problem in the tow package wiring and you will need to trace the wiring towards the front of the vehicle to see if there are breaks anywhere.
If the problem is occurring on the trailer side, the problem could be a dirty or corroded trailer connector or a bad ground on the trailer at the connector or the lights. Grounds should be attached to clean bare metal surfaces.
You can also check the fuses and/or relays related to the tow package wiring to determine if something is amiss with one of them. Use the owners manual to determine the location of fuses and relays associated with the tow package wiring.
If you are not getting 12 volt power to a 7-Way, there are some connections under the hood that you may need to make or can check to make the tow package fully functional. I have included a link to an FAQ article that will help. The battery charge wire that provides power to the 7-Way is on the inboard side of the power distribution box. It is a red and black wire. If this wire is already connected to a post at the front of the box, check to make sure the nearest fuse is not blown.
