According to the owner's manual for your 2014 Dodge Grand Caravan, in the emergency towing section on page 600 it states that for a disabled vehicle, it can be towed with all wheels down using a tow strap like part # IMF100014 or set of adequately rated safety chains but the vehicle's transmission must be in neutral and you cannot exceed 25 mph or 15 miles.
