Are There Testing Standards for the 24x60 Curt Cargo Carrier C18153
Question:
Are there any industry standards, tolerances or testing certifications for these items? It seems to be hit or miss on items with how they fit with my receiver, even with the hitch pins. Thanks,

I spoke to my contact at Curt and they informed me that the 24x60 Curt Cargo Carrier part # C18153 does conform to ASTM testing standards. They however were not able to provide me with any tolerance figures in regards to the measurements of the shank. If you are concerned with movement inside the receiver tube then I highly recommend you use an anti-rattle device like part # 63232 which is also locking.
The anti-rattle devices are a very popular item for cargo carriers as you have already pointed out there are some variances in the measurements of the shank. These will help to bridge the gap by pinning the shank to the inside edge of the receiver tube.
The Curt Cargo Carrier is also assembled with nyloc nuts which ensures they do not loosen as time progresses due to movement and cause the carrier to rattle. I have attached a test course video of the cargo carrier and a review video of the anti-rattle pin for you as well.
