The Club Personal Vault Portable Locking Storage Box # LB200 referenced in your question does feature a durable braided steel cable that anchors the box to your vehicle.
It will require a lot of effort, but technically braided steel cable like this can be cut with a bolt cutter or saw. The primary benefit of this and any other security device is as a theft deterrent. The hope is that the prospect of having to both cut through the steel cable and find a way inside the box on this unit will be enough to deter a potential thief from even trying. No anti-theft product is 100 percent theft-proof but this unit is extremely well made and should do a great job of protecting your valuables.
I have attached a short video demonstration that you can also check out.
