Is a Brake Controller Needed to Operate Electric-Over-Hydraulic Actuator

Does the Dexter hydraulic actuator unit require a special in cab brake controller?

The Dexter DX Series Electric Over Hydraulic Brake Actuator # K71-651 referenced in your question will indeed require you to have a brake controller in the cab of your truck. This is the case with all electric-over-hydraulic systems.
If you have a truck that is equipped with a factory brake controller, you will want to make sure that it is compatible with electric-over-hydraulic brakes. This should be listed in your copy of the vehicle's owner's manual.
For an aftermarket brake controller I highly recommend the Tekonsha Prodigy P3 # 90195. This is an excellent proportional controller that will activate the brakes on your trailer at the same time and with the same intensity that you apply to them in your truck.
If you can tell me what year and model truck you have, I will be happy to see if there is a plug-in harness available to allow for simple installation of the brake controller along with anything else you might need.
