Should 5th Wheel Hitch Sit a Couple of Inches in Front of Rear Axle
Question:
If the hitch is within a couple of inches in front of the rear axle, does this make the vehicle a Prime Mover?

I'm not quite sure what you mean by "Prime Mover" but I can say that if your 5th wheel hitch, like part # PS30128, sits a little in front of or directly above the rear axle on your pickup then that means it is in the correct place.
If you don't already have a 5th wheel hitch then just let me know the year/make/model of your pickup as well as the bed length and I can make a recommendation from the linked list.
