Are RV Propane Tank Covers Functional or Cosmetic
Question:
I’m a new trailer owner. I have dual tanks. Does the cover serve any purpose other than cosmetic? Since I have 2 ea. 20#, I expect I’ll exchange for refil. If I could find a gauge that worked, I’d perhaps refill. Thus I expect to need to remove one tank at a time to refill. What does your experience say?

The covers like the Camco # CAM40532 that you referenced mainly help protect the fittings and threads from getting road grime built up in them. This allows the seals to last longer and the connection and disconnection of the tanks to be a bit easier. It's also a cosmetic thing too since the tanks aren't super great looking.
