Helpful Expert Reply:
The HydraStar EOH Adapter Module # HBA-CAM is designed to allow proper operation of specific HydraStar electric-over-hydraulic actuators when used with OEM brake controllers like the one in your 2008 Sierra. Your Dexter electric over hydraulic actuator does not have its own adapter for use with the integrated controller on your truck.
You will need to install an aftermarket brake controller like the P2, # 90885, which is compatible with electric over hydraulic braking systems.
To install a new controller on the truck, you will need to access the tow package wiring under the dash and wire in the controller. There are also some connections that you may need to make under the hood. I have included a link to an FAQ article that explains the process for you.
