This is the best option for a locking tonneau cover and the use of a ladder rack. This system also gives you the bed rails that will allow you to use track mounted foot pack and crossbar rails for a roof rack over your truck if desired.

For your lock, we do not have a confirmed fit for your 1989 Dodge Dakota tailgate available but I did a little research and Pilot part LH-005 is what you will need.
