Will Hanging Bike Racks Damage Bike Frame or Paint

The padding on the frame cradles of the Yakima RidgeBack 4 Bike Rack # Y02458 that you referenced are specially designed to minimize any frame or paint damage but anytime there's contact on a painted surface it's possible that scratching could occur. Especially if the bike and rack isn't kept clean.
