To install the Inno Dual Angle Ski and Snowboard Carrier # INTX726 on any vehicle you would just need the fit kit that Inno created as a fit for the vehicle (as you stated). Unfortunately Inno doesn't have a roof rack fit for your 2006 Chevy Cobalt but I do have a different recommendation for you to transport your skis and snowboards.

For your application I recommend going with the Rhino-Rack roof rack that uses the 46" Crossbars # RRVA118B-2. To complete this system you also need the 2500 Series Legs # RRRLKVA, and then the Fit Kit # DK182 if you have a 2-door or Fit Kit # DK181 if you have a 4-door.

Once you have your roof rack you can then use the Rhino-Rack # RR576 which includes locks for the skis/snowboards and can hold up to 6 skis or 4 boards.
