Can these be used with the dump load of a wind and solar system the controller is PWM

The 25" x 7-1/4" Heater Pad with Thermostat # 277-000163 is typically used for RVs but if your wind and solar system is a 12V DC power system or you connect it to a DC-to-AC converter then there shouldn't be any issue with powering this pad from your wind and solar system. Please note that this heat pad is meant to be used on a water system.
This heating pad has a voltage rating of 13.5V and an amp rating of 5.80A. A review video has been linked for you to reference as well.
