the rig is a ford e 350 frame and need at least 8 in of distance in the receiver to clear 4 in square back bumper the bike weighs 500 lbs.

The Ultra Fab motorcycle carrier part # UF48-979033 that you referenced has a distance of 5 inches from the center of it's hitch pin hole to the nearest rail edge. You'd need to measure from the center of your hitch pin hole out to the furthest point out on the rear bumper to determine if this would enough for you to clear it.
