If your newly installed breakaway kit, such as the Hopkins Engager Breakaway Kit w/ Built-In Charger # 20099, is not working properly there are a number of issues you will want to take a look at.
The first thing you need to do is make sure the breakaway battery is fully charged; if you tested it without a fully charged battery that would be the reason why it wasn't functioning.
Another issue is that your brakes may need to be adjusted; if they were not properly adjusted when you tested your breakaway system you would not have the proper stopping power. Testing the system with a trailer that was heavily loaded could be another possible reason you were not getting the proper braking from your system. I have added a link to a help article for you to check out as well which details exactly how you should go about testing your breakaway system which I highly recommend checking out.
