We have the perfect solution for you!
The Thule EasyFold XT # TH903202 is the ONLY bike rack that has all of the features that you mentioned and more! It comes with a weight capacity of 65 lbs per bike, has a tilting feature, and also includes a self-storing ramp to help with the loading and unloading of the bikes. It comes with straps that are compatible with 3" wide tires, but you can get the Fat Bike Straps # TH985101 which then allows it to accommodate tires up to 4-11/16" wide.
A few additional features include padded clamps for stabilizing your bikes (carbon fiber protector # TH984101 is available if needed), integrated bike and bike rack locks, and built-in wheels for easy transporting of the EasyFold XT.
We haven't test fit this on a 2013 Dodge Durango before but you can confirm that this is compatible with your Durango by making sure the center of your hitch pin hole is at least 1-1/2" away from the opening of your trailer hitch receiver, and that you have at least 7" of clearance from the center of your hitch pin hole to the rearmost part of your bumper. When we installed the Curt # C13182 hitch on a 2013 Durango that measurement was only 3-3/4" which is more than enough room.
I have attached a review video of this bike rack on a 2014 Grand Cherokee for you to reference as well as the installation video of the Curt trailer hitch so you can see the measurement I referenced.
