It sounds like you are trying to set the power adjustment level on your Hopkins Reliance Brake Controller. There is not a single correct number for this setting.

The proper setting for your trailer will depend on a number of factors such as the weight of your trailer, comfort level, etc. The controller has an adjustment range of 5 to 99. The best way to determine the correct setting is to simply hookup to the trailer and take it out for a test drive on a nearby parking lot. Test the brakes at a low speed (20 to 25 mph) by applying them aggressively. If the trailer brakes lock up then simply adjust the power setting down a bit until you get to a level just below brake lock-up.

Please just let me know if you are actually having an issue with the trailer brakes locking up every time you apply the brakes, regardless of what setting you have the controller at.
