Is this kit an adapter to install the plow lights or is it the actual light kit containing left and right headlights with wire harness to be installed on a plow?

The Buyers Products Universal Snowplow Light Headlight Adapter # 3371311110 that you referenced does not come with headlights. It only comes with the wiring and switches needed to adapt a Buyer's Products Snow Plow light kit on an International truck.
