Recommended 5th Wheel Hitch for 2008 Ford F-350 Long Bed

I have a 2008 f350 long bed with valley rails, will a Reese hitch fit these rails and what hitch would be best for a 14000 gvw toy hauler

The above-bed type of 5th wheel rails, such as the Reese universal kit # RP30035 you referenced, are all standardized so that any brand of base rail can be used with any brand of 5th wheel hitch. So long as your Valley rails look like these they will accept a Reese hitch or any other brand of industry-standard hitch. For a long-bed F-350 you can use a fixed (non-sliding) hitch which will both cost less and be lighter than a slider type that is needed for short bed trucks.
For a 14K GVWR toy hauler I recommend a 16K or higher-capacity hitch. Using a higher-rated hitch tends to mean less wear and better performance over the long term since the hitch's weight bearing parts will not have to operate near their limits.
For a cost-effective 16K hitch you can use the Reese # RP30047 or the USA-made B&W Patriot # BWRVK3200. If you want a bigger safety margin the Reese 20K hitch # RP30928 or the 18K B&W Patriot model # BWRVK3255 are good options. I tend to favor B&W hitches because they are designed and fabricated here in the USA and they offer outstanding build quality.
With any of these hitches you can use the in-bed wiring kit # PK11893-11932.
