Will Proportional Brake Controller Activate Trailer Brakes on Rough Terrain

I travel down a very rough bumpy road.My question is will the shaking around activate my trailer brakes with a proportional brake controler

That's a very good question! But the answer is no, bumpy roads would not activate your trailer brakes as the controller waits for you to press the brake pedal before it turns on the inertia sensor to look for braking activity. So if you were on rough terrain with the brakes on there's a chance the brakes might activate here and there quickly but if you weren't pressing the brakes they would not activate at all.
