No, Thule does not recommend use of the Thule Outway platform 2 bike carrier, # TH65JV, on your 1999 Honda Accord 2-Door Coupe. The way the bikes are carried on the # TH65JV rack could cause damage to the rear of your Accord.
The Thule OutWay 2, # TH45JV, is recommended for your 1999 Honda Accord 2-Door Coupe.
I had an opportunity to install the OutWayy 2 bike rack and it is the easiest to install and remove rack that I have ever used. The retractable cables make installation quick and easy. I have included a link to the installation details for you.
If you will be carrying bikes with no horizontal top bar, I recommend using the bike adapter bar, # TH982XT, in order to carry the bikes more level. I have included a link to a video showing how the adapter works.
