5th Wheel Hitch and Rail Kit Recommendation for 2004 Chevy Silverado 2500 Short Bed

What kind of hitch would I need for a 2004 chevy Silverado 2500 hd extended cab so a short bed

Since your truck has a short bed you'll need a slider fifth wheel hitch so that you'll have turning clearance. So for a 20k slider hitch somewhat similar to the Reese part # RP30081 that you referenced you'd want the part # RP30051 which will allow you to make tight turns when you slide it back.
You'll need a rail kit installed in the bed of your 2004 Chevy Silverado 2500HD for the hitch to install into. For that you'd want the custom install kit part # RP50064-58 as the custom install kits minimize drilling and install time over universal fit rail kits.
