I guess my question to you would be how you know that all four braking assemblies are receiving power? If the brake controller tells you that the trailer is not connected when it is then this is a sign that there is a short in the brake output wire (usually blue). Since you have pulled a neighbors trailer without any issues then this leads me to believe that the brake output wire issue is on the trailer. Are you positive that the brake output wire is connected to the correct terminal on the trailer correct? See photo for reference. If so then there is a short in the brake output wire that leads from the trailer connector to the braking assemblies.

Again, I am not sure how you are testing the braking assemblies but if the brake controller tells you that the trailer is not connected when it is then the error is on the brake output wire. The grounds on each braking assembly would also need to be checked. If you cannot find the short and have checked that the trailer connector is wired proper then you may want to take the trailer to a professional mechanic to have it looked over as there may be something they see that is not quite as obvious to the person that installed it.
