When you step on the brakes the controller will send the preset amount of power along the blue wire. You can adjust how much power is sent back using the up and down arrows on the left side on top of the brake controller. This is a proportional controller so if you are not moving, it does not need to send power back. Using the manual override lever will send full power along the blue wire to the level you have it set at.

The red light you see next to the numbers is indicating that a trailer is connected. Or if you have a test light connected instead of a trailer, it may produce enough load to make it think there is a trailer connected.

Make sure to follow the TESTING/ADJUSTING THE BRAKING RESPONSE section of the linked instructions to get the brake controller set correctly for your vehicle. It also has to be mounted at the correct angle and not titled or turned to the side as indicated in the instructions. This can negatively impact performance of the controller.
