Can Caster Wheel Be Added to Jack with Footplate

Can the plate be cut off and a wheel added with drilling a few holes in the inner tube?

It would be possible to cut off the footplate on jack # TJP-2002S-B but doing so would of course void the item's warranty. Also, the drilling of the two holes needed to install a caster wheel like # JC-101 would possibly weaken that inner jack tube. The problem is you cannot know by how much you will have reduced the jack capacity by this modification.
Also, the caster wheels available do not have the same 3000-lb weight rating that the original footplate does. So even if the jack tube was not weakened by drilling through it the jack's capacity would drop to the 1200-lb rating of the wheel.
You might prefer replacing the jack with one that has a wheel, like the 1600-lb-rated Fulton # F1413040134.
