Parts Needed to Flat Tow 2019 Jeep Cherokee Trailhawk with Adaptive Cruise Control

The base plate kits we currently have available for the 2019 Jeep Cherokee Trailhawk, such as the Roadmaster EZ4 # RM-521447-5 that you mentioned, will not fit on Jeep models with the Active Air Shutters. Adaptive cruise control is not a problem though.
Next you'll need a tow bar which for that the Roadmaster Sterling part # RM-576 is your best option. This tow bar has telescoping arms which allows it to make connecting and disconnecting very easy and comes with safety cables and wiring to go from the tow vehicle to the Cherokee. For a cover to protect it when not in use you'd then want the part # RM-055-3.
Since the vehicle is brand new (writing this in August of 2018), the Tow Defender part # RM-4000 plus the protective screen part # RM-4700 is a great option as well. This will protect the front end paint on your vehicle as it's traveling on the highway. Motorhomes and larger vehicles tend to throw rocks and debris that would normally damage the front end of a vehicle that was tailgating them, and in flat towing situations basically your vehicle would be tailgating the motorhome for hundreds of miles potentially.
For a lighting solution the # RM-152 is a great way to go. This system wires into your vehicle taillights so that the tow vehicle can operate them. For a braking system the SMI DUO part # SM99251 is the way to go. This system is our installers favorite because of how easy it is to install and how well it works. You'll need a stoplight switch too so that the system knows when you are applying the brakes. For that you'd need the # RM-751471.
To keep the battery topped off when towing the charge line kit part # RM-156-25 would be what you need. Most likely you will also need a high low adapter so that the tow bar will be level when you are flat towing.
