The amber charging light should not be always on so you are going to want to verify that the Hopkins Engager Push-To-Test Trailer Breakaway Kit with Built-In Battery Charger # 20400 is wired correctly. You will want to make particularly sure the ground wire is attached directly to your trailer frame.
It may also be possible that somehow moisture got in the battery box and causing a short.
