For your Hollywood Rack Road Runner 4 Bike Carrier # HR400 I recommend the Anti-Rattle Trailer Hitch Receiver Lock # 63232. This anti-rattle pin will dramatically reduce any movement/wobble you are experiencing on the rack by pulling the rack's shank tightly against the side of the hitch receiver wall. It also features a 90 degree barrel-style lock and includes 2 keys to help deter theft of your investments.

Also keep in mind that your Road Runner Bike Rack does feature an anti-rattle handle at the front of the rack that you can turn/tighten to secure the connection and reduce movement. If you are having a lot of movement inside the hitch, you may want to first make sure this handle is tightened all the way to see if it helps.
